There is a scam with some similarity to the one you describe at work in Rome, near the &quot;Spanish Steps&quot;.  The Italian version involves a very friendly self described art teacher (and probably other varieties) who &quot;make handcrafted cameos&quot; and demonstrate the process and their wares to unsuspecting visitors, before beginning the hard sell.  There the scam is called a chop shop.</description>
